HPAS Preliminary Exam Pattern:

Prelim Examination Process comprises of two exam, that is, Paper I & Paper II, that are held in order to shortlist candidates for the Main Examination that is held later.

  • Mode of Exam is offline.
  • Paper-I is General Studies of 2 hours for 200 Marks with 100 questions.
  • Paper-II is General Aptitude Test of 2 hours for 200 Marks with 100 questions.
  • All questions are mandatory with 1/3rd negative marking criteria.
  • Question asked are MCQ types.
  • Question paper is bilingual, in Hindi and English languages.
  • Candidates need to achieve at least 33% marks in Paper-II to qualify for mains.

Mains Exam Pattern: Main Examination Process comprises of seven written exams that       include essay-based                  questions.

Mandatory Subjects

  • General Studies I for 200 Marks
  • General Studies II for 200 Marks
  • General Studies III of for 200 Marks
  • English for 100 Marks
  • Hindi for 100 Marks
  • Essay Writing for 100 Marks

   Optional Subjects, any one:

Paper I for 100 marks
Paper II for 100 marks

The 9th exam is actually the interview. Each candidate needs to have secured at least 40% marks in compulsory                 subjects and 40% marks overall to qualify the Mains and to be eligible for the final interview. The interview round will       be of 150 marks.

Also In Hindi & English minimum 40 % are compulsory to score although Marks of Hindi & English will not be               considered for the Merit.

  Why HAS 

  HPAS/HAS is the Highest rank post in the civil services examination of the state. The candidates who are successful in      this exam are appointed to the post of Sub divisional Magistrate (SDM). At the same time, an IAS officer can also get        first posting in the post of SDM during or after training in his cadre.

 Responsibilities of an HAS Officer

The duties of the HAS officer are almost similar to those of the Deputy Commissioner within his district. In all matters      of administration, he is the Deputy Commissioner’s principal agent.

An HAS Officer is

  • in charge of various development activities going on in the Sub Division,
  • responsible for co-coordinating the work of various departments.
  • tours the area to keep a watch on the development activities,
  • keeps a check on revenue administration as well as the law & Order situation in his Sub Division
  • looks after the grievances of the general public
  • attends the problems arising out of the natural calamities
  • supervises the work of the Revenue agency in the Sub Division.

There is no denying the fact that the job of an HAS officer is independent in character to some extent. He is primarily       responsible for everything that happens within his jurisdiction and must accordingly take his decisions to a large extent,       independently. He is also the appellate authority in cases decided by his subordinate revenue officers. He also acts as         the First Appellate Authority under the Right to Service Act, 2011.
